The OCC announced a final rule October 21, 2026 implementing the GENIUS Act for permitted payment stablecoin issuers and foreign issuers under OCC jurisdiction, plus certain custody activities.
Prohibits issuers from paying interest or yield to holders solely for holding, using, or retaining payment stablecoins. Removed proposed automatic presumption against third-party reward arrangements; OCC will evaluate arrangements case by case.
BSA/AML and OFAC implementing rules will follow in separate Treasury-coordinated rulemaking.
Effective date: January 18, 2027 (aligned with statute).
