New York City’s Click-to-Cancel rule took effect October 1, 2026. DCWP enforces requirements that subscription businesses provide clear disclosures and cancellation paths as easy as signup (same channel). Violations may trigger restitution and civil penalties starting at $525 per violation.
The rule follows Executive Order 10 (signed January 5, 2026) directing DCWP to prioritize deceptive subscription enforcement. NYC framed the measure as first-in-the-nation municipal authority over automatic-renewal and continuous-service offers, targeting dark-pattern cancellations, undisclosed auto-renewal, and obstacles such as requiring phone cancellation for online signups.
