Executive Order No. 62 (July 14, 2026) creates a temporary statewide pause on discretionary New York State environmental permits for data centers ≥50 MW while DPS prepares a Generic Environmental Impact Statement on energy, water, air, and community impacts. Local permits are largely unaffected; manufacturing/research/education/medical facilities have exemptions.
