Official Rust Forge LLM usage policy

Applies only to rust-lang/rust and teams that ratified it (compiler, libs, types, rustdoc, bootstrap).

Summary rules

• Allowed: private use as thinking aid
• Banned: LLM-created comments, docs, diagnostics; replacing human judgement; requiring LLM use
• Conditionally allowed: trivial changes, machine translation, LLM reviews, LLM-created code under experiment rules
• Circuit breaker: if >50% of PRs merged in 6-week window are LLM-created → disallow new LLM-created merges until below 50%, min 10-day cooldown
• Disclosure required for public LLM text
