CNA, July 20, 2026: Singapore’s Infocomm Media Development Authority (IMDA) introduced voluntary “nutrition label” guidelines for generative AI chatbots, announced by Minister for Digital Development and Information Josephine Teo at the Singapore Data Festival.

Guidelines encourage companies to include chatbot infocards (dedicated information page or disclosure document). IMDA: “Like a nutrition label or medicine label, it gives users a single, consolidated place to find essential information about the chatbot they are using.”

Infocards should be relevant, accessible, and timely — answering what the chatbot can/cannot do, reliability and safety, how data is handled, and how to raise concerns or report issues. Plain language, easy to find, kept up to date.

Framework is voluntary; IMDA will refine with industry inputs as practices mature. Public sector to lead (National Library Board, Health Promotion Board). Companies including DBS, Google, Meta, OCBC, and Singapore Airlines intend to refer to the guidelines over the next 6–12 months for public-facing chatbots.

Also announced: advisory guidelines on responsibly collecting and using personal data to develop GenAI under the Personal Data Protection Act — especially web scraping and reuse of data originally collected for non-GenAI purposes.

Scraping publicly accessible personal data without consent allowed for GenAI model development; data behind paywalls/registration may not qualify as “publicly available” and may require consent. Notifications must specifically flag GenAI development use — broad “personalisation” or “product development” statements no longer sufficient. Spell out what data, for what purpose, and how to decline/withdraw consent.

Individuals can request access or correction of personal data even after use in GenAI model development; IMDA acknowledges difficulty at scale and recommends upstream handling, case-by-case review, and tracking/technical measures.
