WASHINGTON, DC, June 4, 2026 — Congresswoman Lori Trahan (D-MA-03) and Congressman Jay Obernolte (R-CA-23) released a discussion draft of the Great American AI Act, bipartisan legislation creating a federal framework for AI governance. Co-released with Reps. Suhas Subramanyam, Scott Franklin, Scott Peters, and Erin Houchin.

The draft would codify the Center for AI Standards and Innovation (CAISI) with $100M/year authorized FY2027–2029, require frontier AI developers to report safety incidents, mandate independent audits, and preempt state laws regulating AI model development for three years.
