1. TechEU (EIB Group)
Target: Mobilize €250 billion in total investment by 2027.
Scope: Launched in 2025 by the European Investment Bank (EIB), TechEU is a broad financing program for “deep tech,” encompassing AI, quantum computing, biotech, clean tech, and digital infrastructure.
2026 Status: The program is actively scaling up venture debt and equity investments to support European “scale-ups” in these critical technology sectors.
2. InvestAI (European Commission)
Target: Mobilize €200 billion specifically for Artificial Intelligence.
Key Feature: Includes a dedicated €20 billion fund for “AI Gigafactories,” which are large-scale computing hubs designed to train advanced foundational AI models.
2026 Status: In January 2026, Council Regulation 2026/150 came into Force, providing the legal framework to channel funds from Horizon Europe and the Digital Europe Programme into these Gigafactories. The first 4-5 facilities are currently being established.
Key 2026 Milestones
Regulatory Clarity: The “Digital Omnibus on AI” (adopted March 2026) has reportedly simplified compliance for SMEs, potentially unlocking an additional €12 billion in private investment.
Infrastructure: The focus is on transitioning from “AI Factories” (upgraded supercomputers) to dedicated “AI Gigafactories” for industrial-scale AI training.
